Certificate issued in the liberated areas, Recognition Problem A study of recent history, 2013-2016

Abstract

Recognition of the certificates issued in the liberated areas during 2013-2016 is tackled by this study. It is the period of the foundation of the whole education process when the regime lost control over large areas to the benefit of the opposition forces. The need for alternatives to the regime’s documents badly aroused specially with the excessive migrations to the neighboring countries and Europe. Primary administrations established then followed by the emergence of the High National Commission for Education affiliated with the Coalition, and finally the SIG as a de facto administrative counter-institution to that of the regime in the territories under its control. The Ministry of Education established directorates, with an obvious rise of the NGOs in the field in question.

The research discusses the main obstacles of the education institutes as far as recognition is concerned. It also manifests the efforts of the SIG or the governmental organizations along with the results in the light of the limited alternatives in hand. Moreover, It refers to the effects, negative or positive, on the students as to continue learning or immigrate. The political factors resulted from success or failure at administrating the liberated areas were also considered. Systemically, the research basically follows the historical analysis of the events, facts and documents in that period of time specifically. It also manipulates the documents related or issued by friend countries or bodies that manage the education process there, in addition to the official correspondences that are generally kept closed and unavailable to the public, and the available ones as well.
